Chengdu, June 16th (www.newssc.org, by Li Dan and Zhang Yu): CPC Sichuan Provincial Committee convened a press conference for interpretation of the spirit of the 9th Plenary Session of the 11th CPC Sichuan Provincial Committee in Chengdu at 10:00 a.m. on June 16th. At the press conference, Tang Wenjin, deputy secretary-general of CPC Sichuan Provincial Committee, director of the Policy Research Office, and executive deputy director of the Reform Office, Chen Guansong, deputy head of the Organization Department of CPC Sichuan Provincial Committee and director of the Office of Leadership Body for Talents, Yang Xin, deputy director of Sichuan Provincial Development and Reform Commission, and Liu Dong, head of the Science & Technology Department of Sichuan Province, interpreted the spirit of the plenary session from different aspects. 

 

According to Tang Wenjin, the 9th Plenary Session of the 11th CPC Sichuan Provincial Committee, which was presided over by the Standing Committee of the CPC Sichuan Provincial Committee and attended by 82 members and 4 alternate members of the CPC Sichuan Provincial Committee, took place in Chengdu on June 15th, 2021, and the standing committee members of the Sichuan Provincial Commission for Discipline Inspection, members of the Sichuan Provincial Supervision Commission, responsible comrades from relevant departments, and some grassroots comrades from the deputies to the 11th Sichuan Provincial Party Congress sat in on the session. Responsible persons from some scientific research institutes/units and innovative private enterprises were specially invited to sit in on the session, in response to the theme of the plenary session. 

 

The plenary session deliberated and approved the Decisions of the CPC Sichuan Provincial Committee on further Promoting Innovation Drive and Leading High-quality Development and the Communique of the Ninth Plenary Session of the 11th CPC Sichuan Provincial Committee, as well as reviewed and approved the matters on adjustment of members of the CPC Sichuan Provincial Committee and the disciplinary sanctions according to relevant provisions. Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee, made explanations on the Decisions (for Discussion), and delivered an important speech to conclude the session. In his speech, Peng Qinghua brought forth definite requirements about learning, comprehension, and implementation of the spirit of the plenary session, as well as made systematic deployments.

 

“Although it lasted for only one day, this plenary session still achieved great success as well as received high recognition and praise from all circles for its rich contents and well-planned agenda.” Tang Wenjin said, adding that the plenary session has four hallmarks:

 

First, keep pace with the mainstream development trend of the times, and set significant theme. This plenary session is a very important meeting that was held in the first year of the 14th Five-year Plan period when Sichuan embarks on the new journey toward building of socialist modernization in all respects. Focusing on the theme “Further Promoting Innovation Drive and Leading High-quality Development”, the plenary session complies with the world’s new round of sci-tech revolution and industrial change & evolution, implements the major decisions of the CPC Central Committee on promoting innovative development, and matches the strategic positioning of building Chengdu-Chongqing Economic Circle, thus it is of far-reaching influence and great significance in better serving independence of national science & technology and expediting high-quality development of Sichuan Province in the new era. 

 

Second, center on the spirit of the CPC Central Committee, and make clear the centerline. This plenary session, by unswervingly adhering to Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, systematically sorted out, further studied, and comprehensively implemented General Secretary Xi Jinping's important remarks on innovative development and spirit of his important work instructions to Sichuan Province, which was defined as the centerline of the Decisions. By making prospective layout and systematic plan to innovative development of Sichuan Province, and transforming the national innovation-driven development strategy into Sichuan campaign, this plenary session fully exemplifies the CPC Sichuan Provincial Committee’s high political consciousness on compliance with national priorities and implementation of “Two Maintenance”. 

 

Third, insist on problem-oriented ideology and take strong measures. This plenary session researched the innovative development via innovative ideas and methods, and stressed “Small Incision, Large Coverage” to focus on resolving prominent problems (including innovative subjects lacking initiative and vigor, weak commercialization of innovation achievements, integration of innovation chain and industrial chain awaiting improvement, and rigid institutional mechanism for innovative development), and to research and bring forth a series of relatively pertinent and revolutionary policies and measures. To achieve stronger policy effect, the plenary session formulated the Policies on further Supporting Sci-tech Innovation, and put forward more effective policy measures from 10 aspects, in an effort to make innovation subjects have more sense of gain. 

 

Fourth, stress pooling of ideas and scientific decision-making process. The CPC Sichuan Provincial Committee sets great store by innovative development, and it considered the innovative development as one of the three major tasks of 2021 at the beginning of this year, so that it had long started the preparatory work for the plenary session. To run well the plenary session in high quality, major responsible comrades of the CPC Sichuan Provincial Committee and the People’s Government of Sichuan Province directly led the drafting of documents for the plenary session. Meanwhile, they organized to conduct a lot of surveys and studies, fully adopted experience from advanced regions, successively convened multiple meetings to discuss the Decisions draft and ancillary documents, and extensively solicited and earnestly assimilated opinions and suggestions from non-communist personages, scientific research fellows, entrepreneurs, and decision-making and counselling experts, etc. That fully exemplifies the CPC Sichuan Provincial Committee’s scientific, rigorous, truth-seeking, and pragmatic work style.
